 Post subject: Is this the block heater?

I found this on the drivers side, under the manifold. Is this a block heater with the cord missing?

Looks like it. Is it above where a big grounding wire connects to the block?

Turns out it IS the block heater. I bought a cord off Ebay for $12.99 for an Oliver White Tractor. Fits tight in the socket and I zip tied the cord to the big ground cable right below it.
It got down to 12 degrees yesterday and I had real hard time getting it started. Today it fired right up like it was 70 degrees out.
