All the cluster lights should come on briefly when the ignition is turned ON and you can test the lights and gauges by holding down the odometer trip button as you switch on the ignition.
These are all LEDS soldered on the backplane and they may have blown or a previous owner/dealer may have pulled them off to hide existing problems.
Or you may have a faulty cluster or wiring problems.
Pull the cluster out and open it up and see if you can see any problems around the suspect LED positions.
The price they quoted you was probably for a new cluster...if you get one from a breaker make sure it is the exact same model....there is small lettering on the speedo face...mine is type 33 I think.
