If you are going that route see http://www.beesvillebeefarm.com/jeep.html for pictures of bolts ground to use as cam pins and viewtopic.php?f=98&t=72201 for pictures of the Miller pins and dimensions.

On the flywheel NO you cannot use a drill bit but as I noted you can use a 6mm or 1/4" allen key. Go to Sam's NOOB site and download a copy of the 05 FSM then jump to pg 9-243 or a how to.

Update I have been working on my other vehicle and put the jeep on the back burner...I ordered the timing pins and other parts for the TB belt...was talking to a member on here who is very helpful and gave me some things to test the jeep actually started and sounded fine also did a "blow test" it did not blow any air threw intake..can't seem to locate the burning rubber smell tho? And the belt tensioner was not lined up with the mark I am assuming that is from wear and tear?

From what i have looked at and heard from most is it usally not. As the belt wears the tenision gets less and no longer lines up. It should not be too far off.

FYI.. I sent you a email with procedures and tooling.
