What way are you turning the engine?? Seems like you are turning it to the right (standing in front of it) that is NOT backwards, that is normal rotation. Which would mean you need to readjust the tensioner. When you turn it to the right you take the slack out of the belt.

To clarify:

1. You should only rotate the engine by hand with a wrench clockwise. When doing this the tensioner will change as needed to compensate.

It bind's when trying to turn it over...I turned it back and was able to get the pins in no problem just when I go to turn it over by hand it feel's like it is hitting something

Oh dear. Does it really lock up or is it compression you are fighting?

Did you block the crankshaft too before putting the new belt on?

Can a tooth off at the crank cause this?

The only way I can think of is to re-time the engine and see. If you can insert the vm tools in the cam shafts and the crank shaft I'd say the timing is ok.

I can insert the cam pins but as kjjet told me there are more then one hole in the flywheel I did not know about the 90 degree mark

I'm not sure about this, but I think the vm tool won't fit in the flywheel unless its the right hole. Hopefully some other people can confirm this.

I can not confirm any thing, because I did not lock the fly wheel when I did mine, just the cam sprockets. Kind of late now, but you should have marked the belts and sprocket teeth.

That looks to be right then. But you shouldn't feel any stops when you turn your engine other than compression, which, if you wait few seconds it should go away.

No I meant marking the belts to the teeth, I guess you should pull the belt, relock every think and be sure, then install the belt again?

I used the Green Diesel write up for the most part, then took my own short cuts.

The Miller flywheel pin tool is iffy to use at best as the threads in the hole it screws into tend to be rather boogered (rust and crud). It's much easier to use a 6mm or 1/4" allen key (see how to in the 05 FSM). There are other holes in the flywheel, see the GDE TB document for a picture, but the fit of an allen key into the right hole is obvious (you can tap the flywheel around the hole edges to confirm. In addition the bolt holes on the crankshaft for the damper should align at 12/3/6/9 o'clock and there is a tiny dimple/witness mark adjacent to one of those bold holes (there is a picture in the 05 manual) which should be at 3 o'clock. If the flywheel is properly pinned and the dimple is properly located the cam pins should go in quite easily; if not un pin the flywheel and rotate 180 degrees and try again.

You did pull the cam pins and the flywheel pin before trying to rotate the engine I assume but forgetting is not impossible.

PS when rotating the engine by hand clockwise as viewed from the front the TB tensioner should stay steady although during the first rotation(s) after an install the belt will settle in and the tensioner will relax and likely have to be readjusted. If the tensioner moves a lot during rotation I'd wonder if you got off 1 tooth on the crankshaft which is easy to do and would create segments of the TB that are over loose and over tight. During the install the TB should be pretty tight on all segments between "toothed" pulleys with a slight bit of looseness in the segment to the left (from the front) of the crank and over the tensioner before the tensioner is adjusted.
