That looks identical to sealey kit I got from UK. I'd say go for it, the pins you need for cam lock are the 2 on the lower left. The pins are just to hold cams in place (so if they are softer alloy, it won't matter anyways), they won't hold much torque, and your supposed to use the v tool or the Miller sprocket lock tool when you torque or untorque the nut.

Once you locked the cams in place with the pins, just pay attention on how much you move the cams while you untorque /torque the sprocket nuts, if the cams move too much you may risk stripping the thread in the valve cover where the pins thread into, don't ask me how I know that... But if you do happen to strip the threads, you may get a timesert kit (m10x1.0) and fix it. If you correctly balance the forces (especially when using the v tool) you won't have an issue.

Does this tool appear to be the VW tool that will work?

That's the vw v tool, and yes, this works. The vm Miller sprocket tool is usually around 600 bucks, unless you're lucky to find it cheaper. But you have more control with vw tool, especially if you ballance the forces when you deal with the sprocket nut.

I use the VW tool (actually made by Metalnerd) for all the CRD timing belt jobs I do now. Much more control of the cam pulley, and no risk of the timing not being perfectly centered if the VM tool doesn't perfectly match the cog for whatever reason.

Just balance your forces, put the cog on or take it off with the belt in place to help hold things steady and you will be fine.
