I have a small leak. It seems to be coming from the area in the picture.

It is wet below, but not above.

What would be the likely source? It feels like oil, but could be fuel or coolant. I can not smell. It feels like oil, but I have been fooled before.

I also found an extra plastic part under the Jeep.

2006 Jeep Liberty CRD extra part and leak. I do not know what this extra parts is or where it is from. Found it under the Jeep after dismantling the front end - Grill and such - and removing the serpentine belt tensioner. The big hole is about 18mm and the little hole is smaller than 10 mm.

The leak picture is taken from under the Jeep looking straight up above the oil filter. 7/7/2014

No real clue on the odd plastic thing. Looks like it has slight grooves around the perimeter as if it was a shim/seal between 2 things but what I don't know.

Cannot see the fluid you are talking about but you say it's directly above the oil filter so could be:
1. plain water dripping from HVAC weep tube that extends out from the firewall above that location.
2. coolant from the same spot which would indicate a heater core leak - NOTE don't "drink" it but if you dampen your finger with the stuff and touch it to your tongue/mouth coolant will taste sweet.
3. probably not diesel as that would have to come down from the injector area
4. might be coolant drip from coolant tank on firewall above that area - loose hose, pin hole in tank, leak around low coolant sensor in bottom of tank.
5. slight oil leak from turbo feed line which is a bit forward of that area.

Can you tell what the part is with the orange Permatex on it?

From what I can tell so far it looks like it might be the oil return line from the turbo

No and if it's above the oil filter I would not be able to see it on my CRD or stoutdog's as the forward skid would be in the way.

It looks like a round angled tube pressed into something with a bit of permatex help seal it and maybe a hose attached on the left side.

FYI it also occurs to me that there are various AC lines and the dryer in that area which also could produce plain water drips if the lines/dryer outside are cold or a slight oil drip (unlikely as I've never seen this create more than damp at a joint) if the AC system is leaking freon and the attendant system lube.
