Don't be worried too much about the mileage. There are several factors that contribute to the mileage, more than you may think on this jeep: tires and tire pressure (any aggressive thread, such as offroad tires will negatively affect mileage, the tire is heavier, the thread has more rolling resistance, pressure, 40+ psi will increase the mileage) dragging Brakes, especially front, the caliper has a rubber boot in one of the caliper sliding rod, to eliminate the noise, that boot gets swollen causing the brakes to drag since the sliding of the caliper on the bracket assembly will be hardened by that swollen boot, even if the wheel doesn't get hot - I took mine out), a thermostat that doesn't work properly, cold temperatures that keep the viscous heater running longer, clogged map sensor, viscous fan, that spins all the time, even if the clutch is not engaged (replace with efan), drive shaft ujoints that are dragging (rusty, stuck, replace with greasable from napa - made in USA - oh, and btw, make a habit in greasing them every few months, too much Grease won't hurt, it will be thrown out on your jeep chassis), bad bearings... That's only few that I can think of.
My jeep got best mileage a bit over 30, on a 500 mile trip, going with about 72mph, almost no traffic, tires at 45psi, offroad tires, e-fan, non dragging brakes, new ujoints, cleaned map, gde Eco tune, and a very light foot. Normally, I get about 25 mpg city drive, with again light throttle, and winter I get lower 20s at best. So it is possible to get upper 30s on longer trips, but don't expect that in city drive and no way in the winter, you'll be OK to get mid-upper 20s.
Also, the odometer is known to be inaccurate, use a GPS to measure the distance and calculate the error, with my tires (245x70x16) my odo shows 7%less miles, that compared to the GPS several times.
Regarding gde tune, that is the first, best investment you can do for the crd. If you plan on keeping the jeep, don't hesitate to get it, not only for miles per gallon purpose, but for smiles per gallon consideration. Lol. It will make your engine run smoother and cleaner, more torque and power, what would be a reason not to get it if you plan keeping the crd for a while? Think about it as a difference in 2 people, one that eats healthy and organic, and one that has a regular McDonald's burger diet (that's your crd without gde tune), who is supposed to live more?
Also, keep in mind this is a jeep, a box on wheels, any breeze of wind may drop the mileage. This is a reasonably efficient engine, it is heavily influenced by wind, it's more sensitive that a big Cummins or powerstroke. I one am happy with the mileage I get, if I need 40+ mpg, I'll get a jetta tdi, I didn't get a jeep for mileage.
