It sounds like a botched timing belt job, to be honest. Another thing to check would be your CAC hoses. I had a similar issue after my timing belt was changed where I noticed a loss in power and a small amount of black smoke at acceleration. It turned out that the CACs were not hooked up properly by the mechanic at the local Jeep dealer - otherwise he did a good job.
