Some tips:
As to the lift, check Jeepin By Al, they have all the parts needed to do a lift. Ironman, OME, or Tommudd springs or kits will do the job. If you want the best, opt for the coilovers for the front, but they are not cheap. Ironman springs with new Bilstein struts and shocks along with 1/2 inch clevis spacer will get you about 2 inches of good lift so you can run bigger tires up to 245/75/16's. Anything bigger will require more lift (money).
You can change your own turbo, just make sure that is the problem before spending that kind of money. If you do the job yourself, be sure and use plenty of PB Blaster penetrating oil and soak all the bolts for a couple of days before wrenching.
Want more MPG and power, buy the Weeks full kit and get rid of the FCV, EGR, and EGR cooler and then add a do it yourself tune to turn off the DTC lights that will be triggered by removing the EGR and FCV. The free tunes are available on this forum at:

2 1/2 exhaust is plenty big, no power gains for going bigger due to engine / turbo size. Get rid of the CAT and choke point in front of it (straight pipe) and add a freeflowing muffler like a Flowmaster.
