Is that reading at idle or while driving?
Possible problems include:
MAP sensor
boost control solenoid (large vacuum solenoid behind air filter box)
vacuum leak
boost leak (hoses or intercooler)
stuck open EGR valve
stuck turbo vanes
worn or damaged rocker arms
Start with the easy items first.
Also, you may want to remove and inspect the turbo inlet hose for holes. And while the inlet hose is off, stick you fingers into the turbo and try to wiggle the shaft to see if there is excessive movement (front to back and side to side).
The codes may be totally unrelated to the low power/black smoke problem. And if you have never replaced your glow plugs its probably time to do so.
While you are at it, find a way to disable, block, or delete your EGR valve.
