Can the timing belt be off a tooth and the engine still run?

Yes.
But you probably won't get optimal performance.

There have been several posts that IIRC basically say off one tooth results in poor performance and rotten mpg but apparently does not result in lifter/rocker damage although geordi might have better information.

How close will performance be? Ever since the timing belt was changed I've been getting p0101 and when I check maf reading at idle it is low. I also get more noise from the air filter inlet. It also seems to smoke more and is a little lazier.

Well in that case, I'd say that your rockers are either worn out or broken.

All the symptoms you stated could possibly be cams slightly out of time with the pistons positions! Engine will run, but poorly and perform poorly!!!! :roll:

Need to rule that out first! Did it act this way before the TB replacement?
Other possibility is like Flash stated, rocker arm issues....

Yep, those symptoms are either woe rockers but since they appeared after timing belt change I'd say the timing is off. Who did the timing belt swap? What your location?

It seems to have started after the timing belt swap. It was done by a reputable shop but they typically work on gassers and probably did it without the tools to hold it. I am in central Pa.

Hopefully they didn't use yours to "learn" on. Did they ever tell you how much experience they have with these CRD's?

This is the first CRD they have worked on. But this was the second time they did it on this CRD. It's pretty darn hard to find somebody with CRD experience locally.

It's unlikely he invested the "real" tools for a job he's only ever likely to do once or twice in his career but if he's got a decent amount of experience, has replaced timing belts on a variety of different engines, has some level of mechanical prowess, some common sense, an internet connection and the ability to read then the job really isn't that difficult. He should already have tools around his shop that will suffice for this job.

Now, your symptoms appeared after the belt job and it's really quite easy to re-check the timing. If the shop you use really is reputable, and given your symptoms, they should be happy to spend the 15 minutes or so to re-check it for you.

I drive through (nearby) the area fairly frequently - Send me a message if you'd like me to stop by, I will be going back up to the NY area in a few weeks or so when a machine shop has finished with some work for me.

It definitely sounds like you have the timing done wrong - HOWEVER there is a very good chance that one or more of the rockers has been broken, especially if the idle does not sound smooth and if there is more smoke than before.
