Seems fairly high compared to what other people are getting, and my mileage isn't great (low 20's, calcualted the old way) on either Biodiesel or Dino-diesel...
Has anyone gotten lower RPMs and better milage after the flashes? Or a suggestion on how to get low RPMs at 70+mph?

The reflash won't do anything for your RPM's on the highway. It will alter the torque converter lock-up behavior. You will find that it will stay in lock-up more at @ 55-60 mph range after the reflash. Although the lock-up occurred more often, I felt it was much smoother on the old software. Mine feels like the lock-up engages more harshly now, actually thumps at times and can hear a hollow ressonance inside. I also feel a funky lock-up at @ 35 mph now under light acceleration, strong enough the rock me in the seat.
Your observation of 2200 RPM is what I see @ 75mph and the low 20's (22-24 mpg) is consistant with mine on daily expressway commutes. Constant on & off the throttle chews fuel badly with any electronic controlled diesel. If you want to see an improvement in mileage, cruise control is a must. I guess mileage is relative to what you are expecting. This vehicle is definately geared for a 65mph driving enviornment, over 70 it drops off sharply.
