I thought the original ones were welded on nuts from the other side of the cross member, but from what I can understand from the link you just posted it appears that they were rivnuts as well, only not nearly as robust.
Jeff, I believe the part is aluminum made, the threaded side is towards the thin end. When you tie them, the threaded side is supposed to crush over the thick lip and make them stay in place. Being aluminum you can't really torque the bolts too tied or you'll round up the outer hex shape and spin it inside.
