Check connections at the battery and alternator and make sure everything's clean and tight.
A regular pulley is strongly advised against as it will overwork the tensioner. Flickering lights can be caused by a seized alternator decoupler pulley (among other things), but if your pulley did somehow manage to seize again after 3 weeks, that's really no different than having a regular pulley anyway.
I've tested the decoupler by removing the belt, grabbing the pulley tightly in my right hand, and twisting it back and forth with a pretty good amount of force. Each time I turned it clockwise, I could feel the internal spring tightening. Each time I turned it counterclockwise, I could feel the pulley sort of disconnect from the alternator for a moment and freewheel.
