Lots of bumper projects have been started here on LOST and stopped.
If you are unable to weld your own, maybe a local shop can make one for you?

Try posting your question on the KJ 4x4 section or PM someone who has made a custom bumper.

I am curious, why don't you want an ARB bumper?

Probably cause its $1500-1600 shipped and comes across kinda half assed and doesnt have great fitment on the CRD as per another thread in here. Every single CRD owner in that thread reported that the mount which bolts to the crash bar did not properly fit the existing cutouts. I never noticed on mine because I had a body shop mount it when they were fixing the jeep after a deer strike, but I went and looked and mine has the same issue.

Just a thought for discussion; what about purchasing a JK bumper and modifying the mounting to fit the Jeep KJ Liberty? There are probably hundreds of them of different styles and configurations available from all kinds of dealers and online sellers and many of them can be purchased for less than 400-500 bucks...
Seems it might be worth the effort and cost effective?
Thoughts.....

Older Jeep Wrangler TJ bumpers can be made to fit with a little work and no welding.
But none of them really look like they were made to fit a KJ.

I bolted a TJ bumper onto mine for under $100. It aint nearly as pretty as a ARB or custom welded piece. But its mine and I like it 8)

That's a really odd place to carry a . . . what the hell is that? A highlift, or a mop in the windshield?

EDIT: I wanna fit this one.

I just don't wanna pay that much.

Arb "move over or i'm bashing thru ya!" bumper

yea there is fender flare gap, but late 2017 i should have some money to get solid steel "flatties" installed , with a closer tolerance to the bumper

I one haven't had any issues mounting the arb bumper, everything went very well and instalation was very easy.

Thats great. The bumper itself is great, especially now that i rhino lined it and it looks clean, but for 1500-1600 dollars I would have expected some better documentation, better plug and play compatibility with the new LED turn signals(no hyperflash), better documentation on what fog lights fit(they say Toyota fogs, but the ones I bought were not even close). I dont know which Gen of the bumper you have, but I know some of these things have not always been an issue, like when they used the OE Jeep turn signals and fog lights on the bumper. Now they ship it with some random LED turns and have inserts for their own or supposedly Toyota fog lights. I tried using Toyota fogs for a Tacoma that were not even close to fitting so i had to rig up some mounting to get them to fit.

Agree, documentation is guide bad. I have the same bumper as you (as I see in the pic), the new kj bumper not the old kj bumper. I didn't like the fact that they did not include any fog lights in the price either. Common sense would dictate to include adapters for the jeep kj fog lights, but no... They didn't... Why would you sell a bumper for Jeep and tell people to use Toyota lights? That's stupid! I ended up getting the arb fog lights which surprisingly, are really, really good. I believe they sell you the bumper and then make you getting their other bumper accessories. Turning signal leds are also not supplied with canbus resistors. As you said, for the price they charge, at least they could have included the resistors.

Not huge deal breaker, when you spend over 1,500 for a bumper, you can spend couple more hundreds for the fog lamps and other things. But at least be clear in the advertisement about what is needed, you end up installing the bumper and then see the turning signal blinking like a Christmas tree, so again, you need to work more to fix it.
