 Post subject: Possible for turbo to leak through center seams?

I don't know what to call it. But it looks like my turbo may be leaking around the seam where a handful of 8mm head bolts hold it together. They were surprisingly loose, so I tightened them all pretty good. On a side note, can overtightenning them cause the vanes to bind? Maybe it's just the bottom drain, which I snugged up those two bolts also.
-new Garrett been on there about 70k miles. No noticable shaft end play or oil out of the exhaust.

Thanks for any comments, been a long while since I dug into the vanes on one. I didn't know that they could leak through the side housing seams?
