I know that it raises the entrance of air intake but if you get water to the top of the air filter box won't your engine still be drinking water especially since our air box has holes in the bottom??? Some enlightenment would be greatly appreciated

When you fit a snorkel to any vehicle, you still retail the holes drilled (cast) into the bottom of your airbox for that last chance of drainage. When driving through heavy rain the small amount of rain that actually gets into the intake 'hat' gets hit to the back of the 'hat's surface then usualy drains out of the small gaps within. There are many corners and crevases for the rain to catch in (then dry up) before it gets anywhere near the filter area.

also, the ribbed tubing that joints the snorkel to the airbox would catch any that remotely got that far.

Your engine will be sucking cooler and cleaner air full stop, + it will be ram air from about 45mph+

Since it will be an air RAM, will that improve fuel economy?

Depends on your driving habits I guess. Highway trips for sure. Around town yes as well, but only just I believe, but just remember, snorkels were'nt designed for fuel economy - that is a bonus if you get it (most will)
