I am going to buy a new set of tires but not going back to the wranglers that came standard....any suggestions on a good set of tires that don't cost a lot...i do mostly street and highway driving....never been offroad nor plan to in the near future..i want some kind of all season tires. I am also going from the 215/75R16 to 225/70R16 as this size has more to choose from.

You could try tirerack.com to find tires available in that size and an approximate cost for them. They usually have reviews of some tires available too so you can judge what might best suit your needs and not cause a problem for you down and on the road. Off the top of my head though i can think of BFG Long Trail all-season tires and then some Dayton Timberline tires, not sure if they come in the size your looking for but they might. I have a friend that just got the daytons on his toyota and he really likes them... Good luck in your tire choice!!!

I second the Timberlines. Inexpensive, and solid. I've had the MT's, and my bro has the AT's. We are very happy with them.

Check here to get an idea on the prices: http://www.tireboy.com/dayton_timberline_at_tire.htm

I have Firestone Destination le tires on mine and I like them a lot. They are inexpensive and they are 225/75/r16's.

Hercules is another good brand and they come with Road Hazzard Protection for no extra cost.

What does road hazard protection provide? Like flats and stuff?

Pretty much flats, broken/shifted belts, bubbles and stuff like that.

I know you said you were not going back to the wranglers but then you said "good set of tires that don't cost a lot". A lot of jeepers change their new tires to off road tires as soon as they buy the Jeep. Search Liberty Tires on eBay and see if you want out of Wranglers for the price (+shipping) of these take-offs.
