I see wranglers w/hi-lifts mounted to roof baskets or the rear bumper around quite frequently, but are there any legal issues with having an axe attached to a roof basket while driving down life's highway?

I have been driving my Montero around for 5 years with one, and have never been stopped. I'm in central PA. It's bolted to the rack, and need a wrench to take it off.
