I am still digging into this problem.

At Idle - Engine warm - the exhaust note will have 2 different fluctuating tones.

One is deep and louder - average time about 2-4 seconds
The second is mellower and quieter 2-5 seconds.

When its "Loud" - you jazz the throttle - no turbo wine heard
When its "quiet" - you jazz the throttle and you can hear the turbo whine (love that sound)

MAP- Cleaned
Hoses - checked and appear OK
new air cleaner
ORM
Vacuum module checked - nothing loose
Turbo vane air filter appears clean

This is also evident on the road, holding a constant "push" on the accelerator - intermittently the vehicle accelerates quite noticeably

Thoughts?

The vanes are operated by vacuum. Check the vacuum lines, they are in the passanger side of the engine compartment by the radiator bottle. There's a small filter that looks like a gas line filter that is a maintence. The plastic control valve is there also. It's all there by the radiator bottle. On VW tdi's with about the same garrett turbo they can stick and all that's needed is to reach down and operate the linkage by hand to free it up. Without more checking don't jump the gun and suspect the turbo

I did check all of the lines - they are on good - filter is clean. I will check the actuator- I had not looked into that item - good point.
