As pointed out above, you might want to check the Fabrication thread and look for the Wood Shelf. A couple of examples there.

Yeah, I saw the wood shelf, the folding wood shelf, and the full-metal shelf, but I was looking for something that was very foldable and portable (you can probably guess how little space my design takes up when it's folded).

I've seen Logan's Shelf, and it does rock. If my 05 didn't come with a shelf already, i would be building a direct copy of his.

Great idea guys, I have seen some trays and shelves made that are similar. One thing to remeber after installation of this type of carrier. Whatever cargo you set on this self is now raised up near the top of the seat. Theses items have the potential to become projectiles in a sudden stop. So think about what it is you carry in this position. Light things that remain lower than and behind the seat should be okay. Just something else to think about, hate to see someone end up getting hit by something flying forward in a sudden stop.

That's why my shelf has the U-rings for the bungee coard tie down.

You bring up a great point, and that's why I installed eyebolts on my hardware box, and used the type of slotted braces i did. (I use a criss-cross pattern w/ bungees to prevent movement) If you're gonna play, play it safe! For pix, go and see my Grocery Getter!
