ARB front bumper....

If you have a front license plate, it covers the hole. When you mount a winch, the plate mounts in a bracket (shown without the plate in the photo below) that lifts it up above the winch opening. If you don't have a winch, you skip the bracket and mount the plate over the opening. (Using the four empty holes in the photo).
