Well according to tjkj that clutch(as Im calling it) in the console is not meant to be adjust like I adjusted it. Thats how Im going to use it though. :)
I'm not saying it but the engineers that built the system are saying that,it's printed clearly in the FSM for all '03-'07 KJ's.

FYI - Jeepster's writeup on adjustment

I tried that way to tighten mine, twice actually and it didn't help either time. My parking brake is as useless as ever. I can put it in N and pull that mother as tight as I can and it will roll away as if it wasn't on at all, even on the slightest incline.

I personally didn't like the inside adjustment

I adjust the brake shoes (the thread inside the thread - http://www.lostjeeps.com/forum/phpBB3/viewtopic.php?t=14757&postdays=0&postorder=asc&highlight=adjust+emergency+brake&start=15)

and you can set them to lock the rear wheels
but they have to be manually readjusted on a regular basis -
the autoadjuster doesn't seem to work well at all.

As frustrating as it is to have purchased this vehicle because I live in the mountains only to find I can drive it there but not park it - it's far more frustrating to be told by an idiot dealer that the parking brake works perfectly. I don't understand what the hell is wrong with people.

I use mine every day: on hills, on angles, on flat ground. Maybe the fact that I use it every day and not just once in awhile makes a differencce in keeping it all adjusted, but I have no issues with my parking brake. (sticks rule)

Well if thats the case then Im good to go. Engineers dont always know what theyre talking about.. Ask me how I know.. :)

Its the only way I know to remove slack in the cable. Ive got the pads adjusted just perfect so they dont rub and the handle still goes all the way to the top unless I adjust that little clutch. It will hold for a good while then slowly start to release again. Going to fix that soon enough though.

I also use mine every day in every condition even though I have an automatic transmission.
I just went out to actually count how many clicks I get out of the handle and it clicked 5 times.
Holds like cement in "N", tried it out on a carhauler ramp at about 45 degree angle on Friday night. I can drive away with it set in either reverse or drive but I can tell for sure it is set and draging.

I use mine everyday (6 speed) and it sucks. On slight hills (even driveways with very low grades) it's not enough to hold it still, I have to leave it in gear too.
