Yea 245 shouldn't require any kind of re-gearing to get above 80. Cat's (in my personal experience with bad ones) doesn't fit the bill. Not ruling it out but when I had bad cat's, the car (it was a Kia not a Jeep) literally suffocated itself and killed the motor. The fact your power issue is solely being stuck at 80 and not fluctuating makes me think it's not cat's. Definitely looks more like something with the trans/OD.

It will get past 80 if I make it, it just always wants to be in overdrive, I hit the gas on the highway and it revs up to 3k toms and immediatly jumps down to 1.5-2k and wants to stay there

Random thought if I had my shift points reset, would I have to do them again if I disconnected my battery? I disconnected to do my head unit

I have always just tapped the body of the cat with a rubber mallet. If you hear anything rattling inside when you hit it, then they are bad.

you need to take it in for an automated relearn, if it's shifting like that i doubt it has anything to do with a blockage, sounds like the transmission wasn't properly flashed/relearned when it was installed

I had it happen on a Suburban. Anything over about 2500 RPM, and it would just chike down. Below that, I tran fine. Without driving and hearing/feeling what is going on, I am just guessing...
