Registering a salvaged motor vehicle is not an easy procedure.
Semantics.
When people are selling a vehicle they are driving they often call it a "salvage title" just for the ease of explanation. In reality nearly every state has a "salvage" title that is the precursor to the road worthy title - which is technically known as a branded title or rebuilt title. Texas seems to have some arbitrary color cold for this.
So in the salvage industry we know 4 types of titles:
1)
Clean/regular title - like what a new vehicle is issued, this means the current title shows no history of being salvaged(Please Note: There are both legal and ethical ways to get a vehicle changed from a salvage to a clean/regular title, and ways less ethical moving to even illegal)
2)
Branded/Rebuilt - The vehicle has been rebuilt and no longer carriers a salvage title, for all intents and purposes the vehicle and the title are transferred and registered the same as a regular title vehicle, but they carrier the branding of been previously salvaged.
3)
Salvage - the vehicle has been issued a salvage title by some entity, in colorado I could do that with a title if I wished, really anyone can do that - nice way to spite your spouse in a divorce if they get the vehicle.
4)
Bill of sale - no title, bill of sale only, generally this means the vehicle can never be registered again. (but there are various legal ways to get a new title, its just a pita)
So when I bought my CRD it was rolled with a "salvage" title, this means it cannot be registered or driven except for the purpose of driving to an inspection station.
After I went through my "Certified Vin Inspection" (using colorado form DR2424) I take that down to the DMV and my Salvage title is changed to a "Rebuilt from salvage" title, sometimes known as a "Branded" title.
This means the vehicle has a previous history of being a salvage vehicle, but is now rebuilt and carriers a "normal" title with the exception of the branding.
You can take this "Branded" title across state lines and be issued a new title there with the same "branding" without having to have the vehicle inspected.
The rather long text you posted is instructions on what to do with a vehicle that has a salvage title and needs to be inspected to be issued a roadworthy title.

I forgot, the fenders are plastic, but why does it look so rough?

door was open when a shopping cart attacked it? Kids bike went careening into the fender flare? Someone opened it against the brick side of their house and let it jiggle? Any number of different explanations.
