I'm trying to troubleshoot code P0141 (O2 sensor heater circuit) & I'm running short of nerves & hair

.....so please help!
The sensor in question is bank 1 sensor 2, which I have replaced with the correct Mopar replacement (56029049AA SENSOR, Oxygen, After catalyst left).....still "no joy"

!
I know that these downstream sensors do not affect the running of the engine, but I live in an area that does emissions testing for required yearly state inspection, so I’d like to repair it asap

.
I have the service manual, VOM, & a OBD II CAN code scanner.
Please Help Help Help !!!!!!!More info: The Jeep has 109,000 mi. & runs fine, the problem started about 3 months ago when I got a code for a bad bank 2 sensor 1. I purchased a Bosh sensor from Autozone but didn't get around to changing it until about 2 weeks ago. As soon as I installed the Bosh sensor the code P0152 reappeared as well as the new P0141.
I spoke with a tech at Bosh who explained that they had reengineered the bank 1 & 2 sensor 1 and it is not reliable for use in the KJs, Bosh recommended Mopar. Purchased and installed Mopar (56028994AB SENSOR, Oxygen, Before catalyst, Right), the P0152 code went away but I am still plagued with the P0141.
My OBD II reader shows that the sensor is being recognized and the voltage is within the proper range…….
so that leaves the heater circuit.
Again Please HELP!
