Try pouring a little Techron on them let and them soak to dissolve the carbon soot.
As long as they are not galled, they should then come out.
Chances are the oil passages in the head are clogged up with soot too.
Are you running stock EGR?
Are you running Mobil 1 0W-40? Bad stuff, too thin.
Does your oil meet C4+ spec?

Are you running Valvoline 10-40w conventional oil? How long?

was that 20k miles without an oil change or did you change the oil at 3k miles..
also was the diesel oil or gas oil?
just wondering

wd40 might work..PB blaster would be a better choice..so would ATF and Acetone mixed 50/50..

20000 km is the motor oil interval for an oil change in Europe
wd40 and brake cleaner did help to loosen those lifters

20000km or 12500miles is the Schedule A oil change interval. To follow Schedule A requires a set of driving conditions that are almost impossible to meet. IMHO in the unlikely event you do truely meed Schedule A conditions that using the Schedule A oil/filter change interval is just asking for trouble. For the price IMHO it's much better to use a change interval more like that of Schedule B or about every 6000miles.

To get broken lifters out, Try using a 90 deg pick. That's how i had to remove one.

And start using Mobil 1 0w-40!
