Maybe the way its sitting but the front looks really low so that would make the top of the tires sit in. Worn out springs and shocks. Measure from middle of the wheel to bottom of the flare in front and post up what it is
Looks like the camber is out (sagging) and you say it's toed out too. Can't tell from pict. You could run a plumb line and see how far camber is off by distance of top and bottom from line. I'd just do what Tom said. the alignment shop will align it or tell you what is worn beyond alignment (if they are any good).
Your camber looks like one of those late 90's Ranger with the torsion bar front suspension. They sag and you can just crank the Tbar... Then have them aligned.
