Here's the part that we need to know:

"Chrysler Group has finalized replacement-part design and has initiated the tooling process to deliver the required volume. Launching a safety recall demands complex engineering and close collaboration with NHTSA well before we accumulate replacement parts," said Eric Mayne, manager of media relations for Chrysler.

Let's parse that load of horse/cow patty:
"Chrysler Group has finalized replacement-part design (excuse me the replacement parts consist of the stock OEM hitch mount that was designed probably a decade ago and a handful of bolts that can be had over the counter) and has initiated the tooling process (finding a vender might take a bit but if the tooling process takes more than 2 weeks the vender is incompetent) to deliver the required volume (likely the only completely true portion of this statement although DCJ has known about the volume since at least July 2013 so why that remains a problem is an open question). Launching a safety recall demands complex engineering (in this case total BS as there is no "engineering" involved in the production of an already designed part) and close collaboration with NHTSA (also total BS that collaboration was finished in the summer of 2013) well before (same BS) we accumulate replacement parts," said Eric Mayne, manager of media relations for Chrysler."

The free hitch is a go. I called and was told that it might be a couple of more months, but is going to happen. I was going to install a uhaul (129 at local uhaul) so I could get a hitch bike rack. I ordered an over the spare rack instead, and will wait for the freebie. I do have a gas tank skid currently, and that helps protect as well. 8)
