Alternators will make a slight noise sometimes when turning them by hand
I'd replace the tensioner and pulleys ( all comes together)
Tensioner gets weak, pulley fail, replace them all and be done

The base hobby shop had a pair of chassis ears...it's definitely the tensioner. Everything else doesn't have the whine like I hear and doesn't get louder when gassed.

Edit: with this being said...is there a large quality difference between the $35 Dorman vs the $85 MOPAR tensioner...any anything else in between?
