Yep, don't move them, but make them (much much) thicker. I easily bent mine when I had to be recovered at an angle, rather than straight on.
If we can lose the tab bits with bolts through them that stick down at the front (in line with the shackle tabs) then that would be good too. At the moment winch cables, snatch straps, etc snag on them when the recovering vehicle is higher than the one being recovered.
In fact, why not move the shackle tabs so that they
are where the sticky-down-bolted-tabs currently are. They'd be much more accessible, but wouldn't stick out in front and slice up pedestrians.
